Plus, It was designed to represent the first 150 years of the USA. FDR was not President yet. It was designed, begun (1927) and well under way before he was elected.
The 30's was not the best of times in which to live and WW2 brought death to many Americans. Not everyone agrees FDR was that great. Social programs that were meant to be temporary NOW tax US citizens unjustly in many cases, while others loophole out of their obligations. etc.. sorry didn't mean to get on the soapbox.
BTW, Teddy was a very popular president that did a lot to expand the nation. There were plans to put Susan B. Anthony on the Mt. but alas.. I'm afraid sexism cast her aside.

While Theodore Roosevelt believed that the President should take whatever action necessary for the public good, unlike Franklin he didn’t take extra-constitutional actions. That is, he broaden the use of executive power but within the powers constitutionally delegated to the Executive Branch of the federal government. Very definitely the correct Roosevelt was placed on Mount Rushmore.
