In a word, "no". Your situation isn't even close to what the Social Security Administration considers adequate justification to get a new SSN. Take a look at the following link:
"The Social Security Administration only in certain very extreme cases will issue a new number.
"A new Social Security number may be issued if you can prove that someone has stolen your number and is using it illegally. You must provide evidence that the number is actually being misused, and that the misuse is causing you significant harm on an ongoing basis. If your card has been lost or your number has fallen into the wrong hands, that's not enough. Further, the Social Security Administration will not give you a new Social Security number to aid in avoiding legal responsibility, or in hiding bad credit or a criminal record."

Having bad credit is no reason to obtain a new Social Security number. Although it is NOT related to where and when you were born (my wife and two oldest sons all have similar numbers; my wife was born in the Philippines; my oldest son was born in Germany; my next son was born at Ft. Ord, CA), there IS a connection between where you apply for the Social Security card and the number.
If you have bad credit, you will just have to be more responsible and build up your credit. Be sure to pay on time; don't buy anything unless you can afford it.
There are circumstances when people will be granted a new number, including, but not limited to, witness protection programs (obviously). They also grant new numbers when the Social Security Administration has goofed and granted the same number to two different people (and they still had to PROVE they were different people).
Of course, there are all those "security" people who help persons obtain a new Social Security number...

No, even in the case of identity theaft they do not re issue the number...the number relates to you specifically it is a formula that says when and where you were born, so you cannot change it.
You need to worry about rebuilding your credit. Start working with your creditors and try to get them to settel for less money.

You are entitled to ONE Social Security number. As soon as you apply for No. 2, you commit a federal offense. Do you look good in pink and white stripes and like making license plates for a living ?

That is the point of having a social security number, it stays with you even if you change your name so that your credit history is also there. No scamming allowed.
