No. First of all...all answers are subjective and opinionated, even the facts. There's no impartial answer and since humans are the ones to answer question its not the best answer. In order for that to be the best question, the person who answered would have to be perfect and nobody's perfect.
Another reason, even the facts are based on research or historical account. Research is always carried to prove that previous results were wrong or right. Eventually they always find additional information so what is considered the ebst answer now is "the best answer SO FAR". The historical facts cant be perfect since first, history is written by the winners and second, many facts are either hidden, misinterpret, or just simply innacurate. And again, whoever wrote down those facts was a human being so there's a chance they could have messed up.
SOOO.....there's no best answer.
plus...unless it is a scientific law, if two people say the same answer there's nothing that would make one answer better than the other one...

It is the best answer for the person who picked it. If the person didn't bother to go back and pick one, it is the one that the most people voted for. If only one vote showed up, that means that at least the person who answered the question cared enough to check back and reinforce their belief with a vote. That makes it worth reading, at the very least. As far as it being the best answer, in a world filled with absolutes that are totally and irrevocably wrong, it is the best anyone here on this board cared to do. If you were looking for truth, you would have gone to Wikipedia or Encyclopedia Brittanica in the first place. People come here (I presume) to get answers filtered by life experience and their own personal opinions. That is the danger, the wonder, and the charm of this site over a factual database. If the person asking the question picks an answer, it is obviously the best answer for that person--whether or not the answer is correct. Whether or not the answer is technically correct--it doesn't bother me when someone picks an answer as the best answer, even if it is incorrect. I respect the asker's right to choose! What bothers me is when the question goes up for a vote. If a person asks a question, he or she should at least choose a Best Answer--even if the best answer is "No Best Answer."

If the Asker chooses it as the best answer, then for the asker it was the best answer. If it was put up for a vote then obviously the asker felt there was no best answer.
It is like voting for any elected official. Once we go into the voting booth not necessarily is the person that won the election the best one for the people.

Yes, in the same way the taxi driver is the taxi driver, and the stapler is the stapler, and the cat is the cat. If it is given the title 'best answer' (however that comes about) then it is the best answer.
Funny how if you ask about an abstract (is God real) you get absolute answers, but if you ask about an absolute (the title of best answer) you get a whole lot of people saying it is but it isn't!

No. The asker chooses a best answer.. for it to be the best answer I think you would have to have the best asker.
Furthermore, if the votors choose the best answer why is it possible for answerers to vote for their own answer? Clearly there are some questions to be asked about the apprehension of bias.... or was that to be your next question?

Is the first offer the best, No. Reminds me of the insurance company, their first pay offer always comes when money is the one thing that keeps you functioning, And to not be able to function in the economy is the leverage that pressures you/me to take that first answer.
