We have replaced the turn signal relay, the turn signal switch, checked the current and bulbs, and it is grounded properly... any other ideas we could check?

Check at the switch itself for proper connection.(plug under the signal stat)
Check for a ground at one of the lights and introduce one to it's wire to see what happens hope you find it. You could also check for a power wire rubbing on the ground along the harness at the hood & from the cab to the back.
E-mail me if you don't get it fixed.

Take it to Freightliner and be prepared for a BIG bill. That happened to a friends Motorhome and it was a module which ran around $700.
