First, you have to beat the elite 4, then you can surf to a small island to the right of paciflodge town. It is hidden behind some rocks up to the north. Once there you have to ride your acro bike until you reach Raquayza. Hope it helps!

master ball, ultra ball etc. or even a pokeball.... weaken it a lot and PUT IT TO SLEEP. that is very important because it knows rest. good luck
