Yes it is. They have no privacy rights as minor's.
In fact, it would be legal for you to have a tracker IMPLANTED if you chose. Though I find that extreme.

I'm assuming the child is old enought to drive. If you own the car, then I think it is legal for you to track it regardless of who is driving it. The only time it would be illegal to track someone without their knowledge would be when the police do so without a warrant.
