Mostly on new shoots. Besides that it is growing fast and well. What is it? Do I take it off the shoots?

Can you take the palm outside and leave it outdoors? It would do great things for its health to get natural light and fresh air. Honestly, the only thing I know of that gets onto some variety of palms that is white, is scale. And it is darn hard to clear up. Perhaps if you can take it outdoors and hard spray with the hose may dislodge and at least clean the "dust" off the fronds...

Do not cut any fronds until they are completely brown and crispy. The tree utilizes every bit of nutrient in its fronds..

I think that 'white powder" is really white aphids. Look at it carefully and poke it with a toothpick to see if it is really woolly plant lice. If it is rinse them away with strong soapy water.
