They are the same chains that they use during Winter snow and ice. They just store them underneath the vehicle.

if you look real close you will see a wheel attached to these chains. they are used when there is snow or ice on the ground. they are called auto chains they also use them on school buses.

they are for ice in the winter. its an automatic setup they use so they don't have to put chains on the drive wheels, look at your state hwy trucks some of them have them as well as some utility trucks.

Seriously , they`re there to get rid of any static electrical build-up .

For snow on the roads. Sometimes in the mountains they require them. They go on the tires for heavy snow on the roads.
