well laser light is reflected by the atmosphere attenuating its power with distance. and you could have laser gun that kills people unfortunately the associated power pack and gubbins mirrors electronics ect. would be on the back of a lorry so kinda big to put in your holster. much easier to have a super high preasure water gun you could fit in the boot of your car

Well, firstly i'd say you have been watching the sci-fi channel too much, and too many internet downloads of startrek episodes.
in either case, yes projectile 'lazers' as you call them do exist, they are called railguns, this is actually where the 'lazer weapon' idea came from, if you dont know how they work ill explain.
Obviously you'll have heard of magnetisim and velocity (speed / ultra acceleration) which can be harnessed using electro magnets (basically iron/copper wire and electricity in a HUGE coil, when a current is run through it creates a magnetic field which is how this works)
As the field is created it creates a pulse of energy which can be also used in EMP's (see james bond - golden eye)
This can be used to fire solid projectiles that seemingly melt and become a huge streak of light as they are accelerated and obviously with a certain chemical element can become other colours rather than molten yellow/orange/red and this is also done using electro magnetisim.
as the coils are charged with a certain gigga watt (measure of high current) capacity in an instant causing the field of electromagnetisim and attracting or REPELLING somthing, and our conclusion leads us to the next stage of my mini lecture, the projectile is often magnetised negativley ( - ) and the Electro magnets create a positive field for the projectile to travel down into / through at such a high speed thus creating a 'lazer beam' style effect and obliterating or vapourising a certain element of whatever is on the recieving end of the EMW (electromagnetic weapon)
In theory this kind of power can be styled down into a hand-held weapon, which leads us to the startrek element.
The weapons in TNG (The Next Generation to the denser of minds) and indeed all startrek series' and episodes use pulses of ions and electrons to disable and effectivley 'kill' the opponent.
These types of weapons yet again in theory can be created, but i seriously doubt it's within reach of our life-times.
They Stimulate Ions and charged particles stored within the trilithium crystals inside the pulse-rifles or fazers, direct them to the target of there choice.
Recently DARPA (American Company that develops new scientific weapons as opposed to the common rifle or pistol) have released footage of there 'Microwave'weapons which use highly intensified radiowaves and radiation to essentally burn there skin without killing any cells, this also can be harnessed and improved upon in our life-times and thus becoming more innovative, and thus smaller and more powerful for personal use, however until that day they run on super powerful batteries and a series' of capacitors, modulatiors and even the same technology used to bring tv to your very living room, which for a huge while shall not be able to be scaled down into a personal weapon (size of a small rifle or such) for a great many years to come.
Therefore we cannot Create such a weapon at the click of a finger.

Yes there is a laser gun that can kill baddies!
Only you need a power station to power it!
So it is not very portable.

It all comes down to technology. There are experimental laser weapons. However, one with basically the same destructive power as "Phaser I" on Start Trek (you know, the little ones that look like car lock remotes) requires a refitted 747 Jetliner just to haul it around.

there are laser guns. the Chinese use them for crowd control to dazzle protesters (ok so more of a laser dazzler but it looks cool). however for one that is powerful enough to kill someone you would need a very very powerful laser and they don't exist in portable form yet (if they ever will).
