Right click on the desktop and select ....
"Arrange Icons By" pick the option you want.

Just move them around... drag and drop.

If that doesn't work (or doesn't hold), check your properties. Right-click an empty space on the desktop, choose Arrange Icons By and look at what's checked. I use Align to Grid only to keep nice rows/columns, but you can turn it off if you want.

right click a blank portion of the desktop screen and go to "arrange icons by" and uncheck "auto arrange". Now you can drag the icons where you want and they'll stay.

you can also turn off the snap to grid feature

Right-click on any empty space on the desktop, make sure "Auto Arrange" and "Align to grid" are unchecked, then arrange shortcuts any way you want.
