It was to entice Dr. Crab into bidding for Sayuri's mizuage ( virginity). He was considered an eligible bidder for her and it was a way pique his interest in her
To clarify,Hatsumomo slandered her AFTER Sayuri had visited the Dr and Hatsumomo realized that Dr. Crab was one of the potential bidders. She knew that if she did that he would lose interest in Sayuri. The bidding that took place was NOT to become her Danna but just to have the right to her mizuage

The other answers are correct, but the reason she cut the leg is also because of the time period. At that time women did not show any leg or their arms, this look at her leg is what was inticing to the DR.

She had to intice Dr Crab. She had to peak his interest. Especially in light of the other chick (I can't remember her name at the moment) slandering her and trying to convince the perspective Dana's around the city that she was not pure.
