Not a good idea to pet a fish. You can rub it' slime coat away, You may also frighten it. Fish are not pets that are meant to be handled. They are there to be observed and admired for their beauty.

Um, yes, you can pet your betta if you really want to. You should first wash your hands in a mixture of one part water to three parts vinegar. Make sure there is no soap on your hands - tiny amounts of soap can kill fish instantly. You need to make sure your hands are clean so you don't get bacteria on your fish's slime coat.
Don't chase your betta around with your hand. It will only freak him out. Leave your hand in there and keep it still until your betta comes over to check it out. Then maybe you can try to pet him, though I'm not sure he'll let you.
Your betta might, however, come up to you and give you a "betta kiss" - basically, he's nipping at your fingers, but you can't feel any pain because he is so small.

Depending on the fish's temperment, you might be able to. If you are very careful, and the fish wants to be petted, you can gently pet it. If you pet it too often, you may stress it, so I would not reccomend petting it. If you stick your hand in the tank and the fish swims to your hand, you can pet it. Another good way to "play" with your fish is to hand feed it blood worms by hand twice a week. Good luck!

If you really want to, go ahead. Don't corner him or then he will be scared of you. If you really want to, i suggest sticking your hand in for a while, let him get used to you. After a while, and maybe a few days of short hand sessions, your betta may choose to rub and swim through your fingers. My betta and guppies do this all the time and it tickles!
Don't wash your hands first. Soap will kill your little betta, but you might want to wash your hands afterwords to keep you from getting deseases.

u can touch it, but make sure your hands are wet.
With all fishes, if you touch them with dry hands, you will remove the slime coat. which will lead to problems with the fishes health.

Well this can be bad since you can accidentally rub of his slime coat which can expose him to diseases.
