From what I've heard and read, it seems like he's not ready yet. He's having trouble adjusting and can't seem to throw a good ball during practices. Or is he gonna be like Young, Leinart, and Cutler who struggled at times but shown they can play in the NFL? I mean, Young took over games and Leinart looked like Manning against the Bears that one game so.....

He should not start untill he is ready. Fry will start the season.

It happens a lot but I think Charlie Frye will start the season and the Browns are pretty bad so they won't start out well. Then at around week 4 or so, Quinn will take over as the starter and the team will improve a little but they still won't be that good. I think in a few years Quinn will improve a lot in the NFL.

Well considering the fact that the team as a whole isn't really all that good, I'd say they couldn't do any worse starting Quinn than they will with Anderson or Frye.
