When do you need a disclaimer for your website?

I am making a website where there is no porn, i am not selling anything yet, and they may be little swearing although none there.

I will have a forum where I will not restrict content so would that require it's own disclaimer?

Yes, you should indeed have a disclaimer posted. It should be OBVIOUS to anyone viewing the page. Go see an attorney and have them draft an appropriate disclaimer for you.
