Victorias secret sells padded bras all the way to who knows what size, I bought a c size and the removable pads were great- see when I was nursing my daughter, she would nurse on one side and fall asleep so I would put the pad in that side so I didnt look lopsided in public. You will have to go instore since this was 2 years ago and I have no idea what kind of bra it is called, it is removable pad, underwire and I think it was considered a push up bra I just went in and explained my problem, jcpenneys could help too I bet, good luck, and excercising the shoulder muscle(tensing it) will help grow the muscle under the breast.

Most women have uneven breasts but cup sizes are particularly difficult. I would recommend that you go to a proper underwear shop such as Rigby and Peller or, failing that, a department store and get measured by them. She might be able to find some brands that are cut so that this doesn't matter. Also, if she's young, breasts keep growing for years so may eventually even up a bit.

by a soft-padded D cup size and no 1 will notice the difference
or buy a normal bra D cup size and put a bit of cotton wool in the cup with the smaller breast (C cup size) and this will even them out

Just buy the D cup size, and fill out the C side with something.

Sorta stuff the left side.
No one would know, unless you used toilet paper, and she spilled something on her left side, then they might shrink.

But don't worry much about it. Im sorta that way. Just an A on the right side, and B on the left.
Lol.

Go with a D bra you don't want her to fall out

take the bikini pads out of old swim suits and glue or tape them in to add support to the smaller side

it's perfectly normal, this happens to almost all girls during their teenage years. tell her this. she could wear a D size bra and slightly stuff one cup, there's nothing wrong with that. it's important you don't freak out as she'll follow your example

I heard that pushing your breast with your arm torward your
chest bone makes your breast larger (never tried it so I don't
know if it's true) Have her do that on the smaller cup. Or you
can take her to the doc to see what she'll say.
