Well, on a board, probably a knife, some durable wood/plastic, some paint, boards(preferably thin cardboard or foamboard), a ruler, MS Word or PowerPoint, some good ideas, and a general knowledge of art. If you want computer RPG's then probably you would want to use RPG Maker XP, and look for some good spritesets online, as well as tilesets. I have tried making an RPG for a class project and my teacher gave me a hundred. If you are trying to make a computer RPG with lots of complexity and are trying not to spend $60 then you can probably get a crack through a torrent.

An original angle would help. Since the development of D&D there have been hundreds of versions of the basic concept. Figure out what hasn't been done and do it. Reinventing the wheel is a waste of your time.

Some friends who'd like to play/test it would be great too, you'll never notice your mistakes without testers.
