To be cheeky is like being sassy, or pert. Some consider it being lively and spirited. When a child is cheeky it is considered naughty.

He could mean, flirty, saucy or sassy.
"She gave him a cheeky grin."
Or he could also mean bold, brash, outspoken or rude.
"She gave a cheeky response to a simple question."
If he says he loves your cheekiness, I'd say he means flirty, saucy or sassy. He probably thinks you're giving him the come-on.
