Unless you are a dry cleaner you may not find many people willing to send out laundry.
I would try apartment complexes in high rent areas that don't have machines in the units. When I lived in those kinds of buildings taking baskets of clothes to the laundry room and using the single machine would take hours and other people wanted turns so if you didn't wait they would take out your clothes and start their own. Machines take a lot of coins so they are already paying something.
If you would pick up the clothes one evening and return them the next washed, dried, ironed and on hangers or folded some one will pay much more than the quarters they were spending anyhow because you save them hours.
Consider all your cost, vehicle, fuel, machines, hot water, liability insurance in case you ruin clothing your car being used commercially may need different insurance or license.
Around here the only laundry pickup and delivery is commercial like bathroom roll towels, uniforms, mop heads and maybe restaurant and motel linens. Diaper service used to be popular you could add that service. Dry cleaners pick up and drop off free maybe you could subcontract.
