A ruby laser uses a synthetic ruby rod which you can buy. It is made with highly polished and exactly parallel end surfaces which have a full mirror surface on one end and a half-surface mirror on the other. You will add photo tubes to supply energy, power supplies and controls.
do an isearch with 'Edmund laser' and 'laser kits' for more.

You would need two things. First, a filter to remove all but a single wavelength of light. Without such a filter, the different wavelengths bounce off of each other and diffuse the beam. Second, you need a parabolic mirror or lens, curved to focus that one wavelength of filtered light all in one direction.
If you're talking about making a laser beam powerful enough to use as a weapon...keep trying, let me know how it works out, make sure it's not illegal...and above all, don't test it with the business end pointed toward yourself. Good luck!

Take a cone made of highly reflective glass or metal. The cone should have a small hole at the tip. Then pour some light in this cone, it will come out straight through the hole.

Just kidding.

this doesn't seem possible to me at present.

You might consider buying a solid state laser.

I have included a laser component seller from EBAY. It looks like they have a lot of what you will need top roll your own. Maybe enough to assemble your own.
Good luck you will need it.
If you build a really powerful ray-gun I want one too!
