i dont know what the question is. his bail is set to 50,000. i was just asked to find a list of the rules and regulations

Most states have a website (www.statename.gov) that will have links to the county and state laws that are relevant.

Your best answer though is to contact the county's District court to see when the case will be heard and whether or not bail has been set. If the person is sitting in county lock-up, the department of corrections should be able to answer your questions.

Since county jails don't usually have law libraries you have to get a lawyer. Your question is too general to answer here. Tell the guards you want one from legal aid, the law says they have honor your request if you have no money.

You need to contact the County Jail where the party is located and ask them or find their website, as it varies.
