I am guessing that you have a CRT and it is set to a 60 Hz refresh rate.

If so, then you have some magnetic device that is causing interference. If you have anything with an electric motor in it, like a fan, or a florescent light, a power brick for speakers or a printer, speakers or another monitor then move it away from your monitor until it is not a problem.

For a CRT set the refresh rate to 75 Hz. This will significantly reduce the flicker from the screen and make it much easier than the eyes.

Sounds weird - have you got the resolution set wrong ?
Maybe you just need a new monitor.

is your computer old?
do u have magnets or your cell phone by your computer?
that could be causing it.
