In test cricket it's England & in ODI cricket it's West Indies because west indies has got players that can do a lot of damage in 50 overs cricket but they can't do that over a longer period of time. Ther is another reason that windies don't have any quality spinner in their side which is a big need in test cricket. Part timers like Gayle & Samuels can do that in one dayers but not good enough for test cricket.

BOTH THE TEAMS R GOOD,
BUT CURRENTLY ENGLAND IS DOING WELL THAN WEST INDIES,
WEST INDIES WAS A GOOD TEAM WHEN THERE WERE GOOD BIG PLAYERS IN THEIR TEAM BEFORE,
BUT I DONT THINK NOW, SO THEY'VE GOTTA DO LITTLE HARD WORK ON THEIR BATTING & BOWLING SIDE THEY DO GOOD FIELDING.
