When I try to get into the control panel or add/remove programs I get this restrictions message stating that "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." And I have no idea what to do. And this program called WinAntiSpyware 2007 is wreaking havoc on my computer, messing with files and slowing down my internet. What do I do?

One of 2 things either you are located in a corperate inviorment and do infact have a System Administrator theat has activated functions that you are unable to change.
Or your computer has come from such aplace and these functions were activated before you recieved the computer. In either case the only way you can change this is to UnINstall the Operating SYStem and then Re Install it again and set yourself as the Administrator.
This really doesent change your ability to use your computer it will simply change all the previous security settings that someone else has activated.

It means you need to get administrative access to the computer. Go to Start/Control Panel/User Accounts to see what logins have admin permissions.

First of all, if it is your computer, you are the system administrator. If you are getting this notification, you are not logged into the administrative account. And about the spyware problem, its a windows computer. Once you connect it to the internet you basically have killed your computer. Buy a Mac.
