Definately the Bears. No question.
The Bears were the top defense last year. And they are going to be even better this year. Sure they lose Tank Johnson, but he wasn't a cornerstone of the defense anyway, everyone is making a big deal about him leaving when really he was the 3rd best DT on the team. The Bears get back Tommie Harris and Mike Brown who were hurt last year. And I am almost positive Briggs will get a deal done before camp, I mean he has Rosenhaus as his agent and we all know he is a hawk for money.
The Bears get one of the top DT's in the league back and a veteran safety back, to go along with already the best defense from last year. They get the privilage of playing their weak division 6 games a year so that is some padding for their stats. Baltimore on the other hand has to play Cincinnati and Pittsburgh twice each.
However, Baltimore will be very good as well, you can't go wrong with these 2 defenses, as well as New England and San Diego. But, Baltimore lost Adalius Thomas so that's why they're #2. And if special teams is a factor, I'll take Devin Hester over B.J. Sams anyday.

Just look at who they play. The Ravens play in the more difficult AFC and the Bears play in the NFC, plus the bears play the packers, lions, and viking for 6 games none of whom score alot of points.

If your league scores points for return touchdowns, and especially if it counts yardage, you have to go with Chicago. Everytime Devin Hester touches the ball, there is a chance for a touchdown.
If your league does not score points for touchdowns and return yardage, I would give the slight edge to Baltimore's defense. They seem to penetrate the line better and get to the ball quicker. That leads to more defensive points.

I think they are about equal, but the Ravens have a way better offense and that converts into mistakes by oppositions.

The Bears all the way, because with their Special teams and their cornerbacks they are more likely to have more touchdowns, but if special teams dont count it would be really close call with both teams
