Would y'all stop stereotyping people with mental illness???? WHAT exactly, is her bothersome problem?
I'm mentally ill. You would never know it if you met me. You would never know it if you met some of my friends who have severe mental illnesses either.
I'm not saying this woman isn't a problem, but the blanket term "mentally ill" tells people nothing. It's just a stereotype. Maybe she isn't mentally ill at all but just lonely? Oh but wait, you gave no details, because somehow "mentally ill" was supposed to explain all.
I would talk to your boss about the problem and get suggestions.

I have a few that work for me in my shop, H.R. insists we tiptoe around them, one guy is postal another is a screamer, you mix in the immigrants and minorities and you know why I drink, oh and the 2 menopausal women too

What does she do there? If you can avoid her, by all means do it, but if she's that much of a distraction go to your supervisor .

If she works there she is the bosses problem...If she is a client or customer, she is the bosses problem. If you are the boss...you have a problem.
