When did Congress pass a law that allows State Judges to allow identity theft. Defendant passed more than 100 bad checks and no bank fees. Defendant used many real and fake social security numbers.
State government, FBI and Social Security office say this is so common Judges and law enforcement routinely ignore laws. Honest people pick up the lose incurred by banks and merchants.

As much as I hate to NOT blame congress, this problem falls into the judicial branch.

Some judges often block evidence from coming before the jury. Some juries ignore the evidence.
