Think of ALL the money and resources that we'd have to put in for DECADES to bring it up to US standards in terms of housing, roads, sanitation, water treatment, etc.
They don't have enough oil to be pumped fast enough to cover that. Years later and Germany is STILL suffering economically aborbing East Germany. And they WANTED it to happen.
They'd drag the country into a perpetual recession.

The war was not about oil. When the oil was put back on line the income was put into trust for the Iraqi people.
