my basil plants have grown real tall and the stems are black and the leaves are not growing anymore so if i clip them at the stems will the stalk grow back or are they just dead?

I think they dried out which equals dead. They should be putting out new branches all through the growing season. Those branches should have a lot of small bright leaves on them. Yours do not sound good.

Snip off most of the stem but leave a few bottom leaves on the plant. It will grow back.

Cut them back further towards the ground.
