Very interesting question. I think we still would have some issue with China, Iran, and North Korea (like we do now), but I think it's almost impossible to tell. His approval rating was the highest ever recorded by a president right after 9/11 before Iraq. Also, our current stock market is at its strongest in history. It should also be noted that the number one reason for Bush's current 20-30% approval rating is the war in Iraq. So it isn't too much of a stretch to believe that he may have been a pretty decent president in the eyes of even liberals.

I think it is obvious that he would have wound up on Mount Rushmore. Every liberal criticism of him seems to come back to his failure to prevent (if not his outright planning of) 9/11. Without that, liberals would have nothing to criticize, therefore, he would have been the first President in fifty years with bipartisan support. Who knows, Pelosi herself might have proposed an amendment to let him run for a third term.

With his tax cut causing the economy to boom, the high esteem the left holds for Clinton would be a nothing. The Bush economy would have made Clinton an also ran.
