While the ISG was "studying" Dumbya could say "wait for the report" much as now ANOTHER report is due in Sept. from Gen. Four Stars Bomb'um. If the ISG agreed with Dumbya preconceived policy, it would have been the Holy Grail for Dumbya. It didn't for the most part, so in the screwed up non-logic of Dumbya, it's irrelevant. .

Just looking for as many people as he can that support his agenda. When they do, he hearlds their opinions as him doing what is right, if they don't, it is ignored.
