In general if you want to increase speed without upgrading hardware, you need to decrease the load on your connection.
In many browsers it is possible to decrease what is automatically downloaded. For example, you can set some browsers to not automatically load pictures. When you do this, a page will load more quickly, but the pictures will just appear as empty boxes. Then, you can manually click on pictures to make only the ones you really want appear.
You can also set a host file to stop your browser from looking for much unwanted/malicious data. A host file can make your browser search for data only on your computer.

I'm not really answering your question with this, but sometimes cable internet is actually cheaper than dial-up. This might depend on where you live and what companies they are. If I were you, I'd do some research some prices in your area.

You will never get a dial up speed greater than 52 Kbps; often it is less than this.
If you want greater speed you need either DSL or CATV (cable tv) or some other broadband soure
