The Space Station is complete at least there's no more budget to add more sections.

I believe there are 4 robotic arms - some fixed in place and others on moveable trolleys.

no, it's not finished.
there are at least two more robot arms to be added. the Japanese remote manipulator section scheduled for Apr 2008, and the European Robotic Arm which would come after that, but is currently unscheduled.

I agree with Philip J, just like Hubble, there will be add ons and retro fits of the ISS. So there may well be far more arms than currently planned. Just not on Philip J's scale!

What makes you think it will ever be completed? Somebody will always think up new ways to spend money on it until it stretches all the way around the Earth.
