I'd have to say the second one too. I tried imagining both popping out at you from a dark alleyway and the second one would really freak me out.
interesting question by the way.

The scariest part of it would be, that someone has nothing better to do that follow me around all night with a mask on. I would figure that the mask was on because they would be too embarrassed to show their face.

Neither actually, I'd just ask the people wearing the masks where they got them so I could get some of my own.
Unless of course, it was the real guy from the band following me, then I'd scream, then ask when the concert was...

Well the thing about the first one was its based on a Japanese demon called the Tengu and basically those things are flying demons that prey mostly on little children. (Not sure about the flying part but I think they do)
Anyway the thing that's really nasty about them was because they were known to kill their victims by ripping out your liver through your anus... So personally I'd rather be killed by the other one because I know I'm gonna die a quick death rather than to have a long nosed demon rip my liver out from my butt...

Sh*t you scared me! You should have warned me that one was a clown. Yes of all the things I know and do the thing that does frighten me is a clown.
Keep laughing...but if you walked behind me you'd regret it if you lived.

The 2nd, b/c I get a very distinctly evil feel from it. The first one just looks weird.

You want scary......you got scary.
I GOT TO GO
I got to go, I got to go,
Oh no! I got to go.
They're all asleep, can't be no help
with things that ain't of light-time.
All day it lurked, the little beast,
laired-up in ghoulish shadow.
Aslump amongst the weave and web,
of all the eight-legged squealies.
It stirs, it stirs. I know it stirs,
although it never moves.
It's slept the day, the wierdy thing,
and hungers into night-time.
Oh horror-fangs I must not see,
but taste their breathed-past air.
Slow razored claws I dare not hear,
but feel their scritchied shiver.
It's no quick walk of sun-bright time,
this cold stygian trek.
The hidey-blankets so far back,
through hallwayed caves of night.
The bathroom bulb's a fright away.
Oh terror! I'll never reach it.
So dead and dark, its switch unclicked,
no help--to light the Fears-It.
I swear by heart-crossed toads,
just let me pass-------this once.
I will be good--won't wait again.
Please, now-----I GOT TO GO.
