yes the rate of reactions decreases and in some odd reactions you can get a different reaction all together. Basically, if two reactions are possible but one happens way faster then the other then reducing the temperature could allow the other reaction to occur but it would not be pure.

Lower temperature means the molecules are moving more slowly, which means there are fewer molecular collisions per second, which means there are fewer individual reactions per second.
