When we had a problem it wasn't settled as the seller had closed the account shortly after we complained because of that we didn't get any money back.

I think the key things are to lodge a complaint as soon as possible when you realise something has gone wrong. As normal and what is stated as good practice is to try and contact the seller through ebay but I would say not to leave any feed back until the last moment. Although this may mean for a short while others may be exposed to this person they are less likely to close their paypal account and this gives you a better chance of getting your money back.

Yes and no. I finally received a rebate through my credit card provider. They couldn't get through to Paypal either. ~
eBay offered $200 on a $1,000 claim and wanted processing fees off that. My business with them has shrunk to close to nothing (I have over 250 pos feedbacks, and 100%).
Another claim I settled with the seller directly after they sent me a check that bounced. eBay did nothing about that either.

Depends...with paypal, you have to prove you did not receive the item you paid for.
If you can't, you're SOL...

I have an acquaintance that had a dispute with someone. Paypal froze his account when the complaint was lodged. He could not prove he had sent it, since the person had refused insurance. The person who complained could not prove he did not receive it. The seller's paypal account was closed, and the funds contained transferred to the company, not the account holder.

Yes I have. And yes, they are efficient. They do not mess around. Make sure you give all the details including how many times you contacted the person and any outcome. Good luck.
