Contact the school where she graduated. If they don't have additional copies they may be able to put a request in an alumni newsletter for a spare.

Most high schools have a yearbook committee who does the yearbook and also keeps copies for prosperity. The first step would be to check with the school and see if they have a copy. If not, then I would set up a myspace account for my mom with her high school and graduating year and see if there is anyone on there that went to the same school as her. Then I would contact then to see if they still had their yearbook and would be interested in selling it. Next I would try a site like Craigs list and put out an add saying "Seeking yearbook from _________". You could also contact her school's alumi association and try to get a list of all the people she graduated with and contact them using a search site like zabasearch.com.
