It was actually 3 leaders: U.S. President George H. W. Bush, Canadian Prime Minister Brian Mulroney, and Mexican President Carlos Salinas de Gortari.
These leaders signed it, but it didn't officially become law until it was "ratified" by each country. I say "ratified" because in the US, only the Senate ratifies treaties. The House is left out. But because NAFTA was such a big deal, the US went through an alternate procedure so that the House could have a say. Bush signed the agreement as an executive agreement. It was not a treaty. Hence, it was not ratified. Instead, then the executive agreement was implemented when Congress passed implementing legislation and the legislation was signed by Bill Clinton.
I don't know how it got approved in Mexico and Canada.

This bill has passed in Canada because of some Quebec self called ''visionaries'' (sic), since at the time we were mosty getting the balance of power from the rest of Canada and that we are a very easy mass to control (even if peoples believes that we want to separate, we are still sheeps). Anyways, this NAFTA thing is only good for the banking system and has the first stone to buildup the North American Union... Without anybody ever challenging the IDEA of the few!!

Clinton is the guilty party. Implementation of the North American Free Trade Agreement (NAFTA) began on Jan. 1, 1994 and will complete in 2008. This agreement removes most barriers to trade and investment among the United States, Canada, and Mexico.
