When you call the police because yiur ex-employer is harrasing you over the phone..?

It's free, the only way it would cost you money is if you choose to sue them in civil court. If it is a criminal act, then the police and district attorney (or equivalent) will handle it.

It doesn't cost a thing to file a police report. If you've asked the person to stop and they persist it is telephone harrassment which is a crime and the person can be prosecuted for it, even arrested. You should also report the harrassment to your telephone company. They can do alot to help you...
