No. Businesses like starbucks are what is shooting that average up.
If 0 of 3500 of Bush's appointee's are using drugs and roughly about 585 of 3500 starbucks employees are using drugs then that's still 1 in 12 full time employees for both Bush's appointees and starbucks employees..

I find it extremely suspicious that the reported numbers are even that high. Were you to use an illegal drug, would you then fill out a random, blind survey saying that you had done so? I think not.

I suspect those numbers are overly inflated to keep pressure and support for the War on Drug, a war that was actually lost 20 years ago.
