A skin is an add on to a program that changes the way it looks. Such as there are "skins" (also called themes) which change Windows to have a background, cursor, icons, etc with a special theme (such as a favorite movie). Windows Media Player is a program from which a lot of skins are available.

If you are having this problem with a particular program, it means you may have unsuccessfully tried to change the look of the program. Usually you can fix the issue by reinstalling the program. That will change it back to the original "skin".
