Electrical devices emit interference that can cause monitors to shake as you describe.

Do you have any other electrical equipment sitting near the monitor? Maybe a radio, fan or cell phone?

Is it a CRT or LCD?

CRT:
Move anything that can produce a magnetic field away from the monitor. Fans, florescent lights, power bricks for printers or speakers, the speakers themselves, anything with a motor in it.

A shaking screen can also sometimes be an indication that your monitor is about to fail.

LCD:
Make sure that the desktop resolution is set to the native resolution of the monitor. Make sure the refresh rate is set to 60 Hz.
Open up notepad and fill the screen with "H" characters. Then hit the Auto Setup button on the monitor.

I presume you do not mean that the monitor is physically shaking - as this indicates a vibration problem that should be easy to address.

I presume you mean that the visual display is irregular. It sounds like your monitor is having a near death experience. The power supply of the monitor is probably no longer stable and it cannot produce stable voltages. It will not get better. Monitor replacement is the solution.

Before you do this, however, it could be that the pc's signal to the monitor is defective. Try another monitor (borrow from a friend if nothing else) and see if the problem goes away. If so the original monitor is bad; if not the video card in the pc is bad.

What type of lamp do you have close to it, or fan. Some florescent light will cause older CRT's to flicker.
