You need to be an "administrator" with that type of account on the newer versions of window to see or make changes to another's account and files. If you are talking about someone just getting into your computer, like a kid or a "other half" signing in to spy on you, there is not much you can do about it unless you encrypt your files first or password the file. Then they cant see it.
If you are just wanting to know if they have been on the net and what they did, you can try to view temp internet files or look for messenger program "saved files" if they have been keeping them.
If you suspect that someone was looking at your documents, you can click on the one you suspect and see what is the "date modified"...this will sometimes let you know if someone was viewing it, if it was asking to be "saved" when they closed it out.
Most people are not careful with what they save on the computer. If there have been any new items saved on the computer, you can use the search to find all new documents or files. You can specify where to search by navigating to the folder that it would be in.
Otherwise, if you are not up to the big job of starting to search all over, then installing a program to do spying with will work...keep in mind that you could be breaking laws of confidentiality with it...kids are okay to spy on if under age and you are protecting them...

If you're talking about the internet and using Internet Explorer, you can just open the History sidebar and it will show all of the sites you've visted recently. This can be turned off under Internt Options/General/Days to keep pages in history.

You can also go: C:\documents and settings\username\my recent documents. (To see any documents/installed programs have been accessed). You may have to 'show hidden files & folders' to access that particular area though.
