Value is set by the market. If a card is trading for 5 dollars and you are aware of that, you probably would not accept an offer of 3 dollars. However someone may wish to offer you more than the market to help you make your decision to sell it, because having that card is worth more than than having 5 or 6 dollars. So "worth" is a subjective value, while "value" is referring to what the commodity is commonly being traded for.

If your are referring to Sports collectables then yes. Just because the catalogs (when I was younger we used the Beckett Baseball Card monthly) says a card is worth 25.00 you may not find someone willing to give that and on the other hand you may be able to make someone pay more if they are really desperate to obtain that card.

That's how you determine the worth of anything material. How much will someone give you for it? Either a baseball card or a painting by a famous artist, it is all the same, how much will you give for it.
