My daughter started teething at 2 months old and is now 3 months and her tooth is just now breaking through.
It's never too early or too late every child develops at their own time.
My son cut his first teeth at 4 months and my nephew is 8 months old and is just now getting his two front teeth.

No, children will develop at diffrent rates. I am glad to hear she is jolly, but if this tooth comming in bothers her there are plenty of things you can try. Baby orajel works best in my mind.

NO, some get them early, some late. Both of mine got them later, one was a year, the other was 11 months.
The mom to your niece needs to make sure she starts to clean it, not a toothbrush but with a cloth so the baby gets used to it. NO sugar water!!!!!!!!!!!!!!!!!

Some babies are born with teeth. Some babies aren't bothered by getting teeth(my daughter). and some are really bothered(my son). I think when teeth appear is generally hereditary.
