An owl is usually considered a symbol of wisdom. The origin goes back to Greek Myth of the goddess of wisdom Athena.

I've heard that if you spot a white owl (real one) in your yard it is bad luck and means that there will be a death soon... 2 wks before my father passed away my mom told me she seen a white owl in the backyard.. She also said the owl stay'd in the backyard until 2days before his death.. I'm not sure if a statue does the same...

Never heard of it signifying anything spiritual. I've only ever known folks to purchase owl statues as a means to keep rodents and other unwanted pests out of their yard.

It could mean one or more of many different things:
1. just liking owls
2. protection from scavengers like rats & other birds
3. wisdom
4. impending disaster
5. harbingers of sickness & death
6. protective spirits
7. the souls of living or recently departed people
8. earthly incarnations of their gods
9. god of the dead
10. death referred to as "crossing the owls bridge"
11. believed that owls ate new-born babies
12. believed owls brought sickness to children
13. believed that owls were evil spirits that stole children
14. that they could take or restore hair
15. that they could make a woman tell anything
and more. For the rest, see the link I list as a source.

Most likely, it is just an animal they like.

It signifies that someone's trying to scare birds away from the garden. Look in a gardening catalog sometime and you'll see owl figures for sale for that purpose.

Or maybe they just like owls.

The owl was revered and still is a fearful creature. Some people place these in their backyards to keep "unwanted" birds such as crows or ravens away in hopes that these fearful icons will scare them away.

I see a lot of those in the Mission District of San Francisco. They're usually on ledges facing the sidewalk. I'm guessing people put them here to scare off pigeons because there are so many of them.
