Best - Early morning
2nd Best - Evening - don't burn the plants but more of a risk of mold and slugs
Worst - Middle of the Day - light magnification through the water burns the plants
Jerry Baker states in his book Green Grass Magic:
"Water early in the morning, preferably between 5:00 and 8:00 A.M., but always well before noon. Never water at night."
Don't give your lawn 3" of water in one watering. You'll drown it. Jerry Baker states in his book that lawns only need 1 inch of water a week and that it's best to water infrequently and slowly. From what I've read in his book it states to water 1/4 inch, then wait 10 minutes, then water another quarter inch. Continue this until 1 inch of water has been added to the lawn. He says it normally takes a 30-60 minutes to add and inch of water onto a lawn. So it sounds like you need to water once a week for about 30-60 minutes from about 5-8am.
I've found his advice on lawns to be very helpful and my lawn looks a lot better this year after applying a few of his techniques.

Early morning...doing it in the evening could expose plants to mildew as the water will stay on the leaves. The reason for early morning is that the plants have the time to absorb the moisture with minimum amount of evaporation. The plants can naturally dry out during the course of the day without boiling the leaves.

The best time is between 10am - 2pm
If you can't do it then, the morning is the next best.
Then of course evening, if it's the only time you can do it.
The concern with watering in the evenings is that IF there is a fungus present having the plant wet in the dark will help the fungus grow. Fungus will make ugly patches in the lawn & can harm flowers, which if you're asking about this, you'll want to avoid.

Don't do it in the morning as it can damage leaves and blooms when the sun hits them. Don't do during the day for the same reason.
If you water in the evening, the water can soak well into the earth, which does the plants more good, rather than evaporating freely off the surface. Also this means the leaves will be dry the following day.

I prefer to water late evening or at night. This gives the plants a chance to absorb the water overnight. If you water in the morning, after the sun comes up, it dries out the lawn or grass in a short time and the plants don't get as much water.

professionals say the best time to water is in the early morning before 6am. This way it give the roots time to soak up the moisture before the sun comes up. The sun will extract the moisture from the soil.
Watering in the late evening leaves the soil wet overnight which can cause the roots to be subjected to mildew.
water your grass 2-3 times weekly and water about 20 minutes each time. The grass needs about 3 inches of water each watering.

Early a.m. or early evening. If they are watered when the sun is high, it will just burn your lawn and flowers. That's why you see most people who have sprinkling systems have them on in the mornings.
