Sure there is, duplicolor has a special vinyl paint that can be sprayed on leather, cloth, and well Vinyl! It can be used for dashes and seats, plastics and moldings.
You can find it at any auto store like pep boys or auto zone and it should be no more than $4 a can.

Yes, they do make paint for upholstry. I have found a few different colors at several auto parts stores. Be aware that this is just a paint that will adhere to plastic or other interior materials, but over time, sliding in and out of the car will wear the finish off, but a little touch up now and then should take care of it. Be sure to follow the instructions on the can so you can get the results you want.

On my Corvette, I pulled the seats and went to a shoe repair shop and bought a couple of cans of leather dye, that they use on women's shoes. I cleaned the seats thoroughly, and let them dry. I sprayed the seats and when it dried, I gave it another couple of coats. It looked good and it lasted until I sold the car.
Didn't cost that much either, just a little work. good luck.

yes there's a brand name called SEMS that the name on the can,its the best there is to use on any vinyl or cloth,ask at any parts store they should have it,that brand right there has been around for a long time,and is the best,good luck with it.
