I have a 2002 ZX2 that does the same thing. A bit of fluctuation is normal (maybe 2-3 rpm), but if there is a lot of acceleration/deceleration, then I would get the A/C line charged or have the compressor looked at. The fluctuation is the engine working too hard on the A/C compressor.
