I've got this handheld thing that looks like a hairdryer and blows out hot air to help strip paint. Can I use it on (for example) chipboard, concrete, plaster etc?

No, obniously if there is wall paper or any type of plastic coating on the wall then heat would be a problem, but on plaster and wood you can use.

Those heating strippers are only for oil-based paint. It won't help to shift water based (Emulsion) paints.
