Its the minus log of the H3O+ concentration. So a one is 10^-1 molar, and 2 = 10^-2 concentration.

a "1" means that the concentration of H+ is 10^-1, or .1moles per liter of water.

a "2" means that there is 10 times less H+ in solution. The concentration of H+ is 10^-2, or .01 moles per liter of water.

a "3" would have 100 times less H+ than the "1" does.
